Senior Project Manager – Organizational Change Management (FITSM Project)

Position Overview:

State Department seeks a Senior Project Manager – Organizational Change Management (OCM) to support the Firearms Information Technology Systems Modernization (FITSM) project. This role will lead change management strategies to ensure a smooth transition from 17 legacy firearms systems to a modern, integrated solution.
The Senior Project Manager will partner with State Department leadership and staff to design and implement OCM plans, drive user adoption, minimize resistance, and embed sustainable business process improvements. Acting as a strategic advisor, the consultant will guide stakeholders through this high‑visibility IT transformation, ensuring measurable outcomes in adoption, performance, and stakeholder engagement.

Key Responsibilities

1. Organizational Change Management Strategy
  • Develop and implement a comprehensive Organizational Change Management (OCM) strategy aligned with the IT modernization program.
  • Identify change impacts on business processes, organizational structure, and workforce.
  • Establish governance frameworks and change management best practices.
4. Training and User Adoption
  • Design and implement training programs to support end users transitioning to new systems.
  • Develop user guides, training materials, and knowledge resources.
  • Support user readiness and promote adoption of new tools and processes
7. Project Coordination
  • Collaborate closely with project managers, IT teams, and business units to align change activities with project milestones.
  • Ensure change management activities are integrated into the overall project plan.
2. Stakeholder Engagement
  • Identify and analyze key stakeholders across departments and external partners.
  • Develop stakeholder engagement plans to build awareness, support, and participation.
  • Facilitate meetings, workshops, and briefings with leadership and operational teams
5. Organizational Impact & Readiness Assessment
  • Conduct change impact assessments to evaluate how the new system affects roles, responsibilities, and workflows.
  • Perform organizational readiness assessments before major implementation phases.
  • Recommend mitigation strategies to address identified risks or gaps.
8. Monitoring and Reporting
  • Track adoption metrics, stakeholder engagement levels, and change effectiveness.
  • Provide regular progress reports and updates to project leadership.
  • Continuously improve change strategies based on feedback and performance data.
3. Communication Management
  • Develop and execute a project communication strategy to support change initiatives.
  • Prepare communication materials including presentations, announcements, and project updates.
  • Ensure clear and consistent messaging throughout the organization.
6. Resistance Management
  • Identify potential resistance to change and develop strategies to address concerns.
  • Work with managers and teams to resolve adoption challenges.
  • Support leadership in reinforcing positive change behaviors.

Required Certifications & Experience

Preferred Education & Attributes

Certifications:
  • Prosci Change Management Certification
  • Project Management Professional (PMP)
  • Certified Change Management Professional (CCMP)
  • ITIL Foundation Certification or equivalent IT service management certification
Core Experience:
  • Minimum 8–10 years of professional experience in Organizational Change Management, IT project management, or enterprise transformation initiatives.
  • Demonstrated experience supporting large-scale IT system implementations or modernization programs.
  • Proven experience developing and executing change management strategies, communication plans, and stakeholder engagement activities.
  • Experience conducting organizational impact assessments, readiness assessments, and user adoption planning.
  • Strong experience collaborating with cross-functional teams including business stakeholders, technical teams, and executive leadership.
  • Experience managing training programs and user adoption initiatives for new technologies or enterprise systems.
  • Familiarity with recognized change management methodologies and frameworks
  • Bachelor’s degree in Information Technology, Business Administration, Organizational Development, Project Management, Communications, or a related field.
  • Master’s degree in Business Administration (MBA), Organizational Leadership, Information Systems, or a related discipline is considered an asset.

  • Organizational Change Management Strategy & Plan – refined and expanded from prior contract.
  • Stakeholder Engagement & Communication Plans – ensuring adoption and feedback loops.
  • Knowledge Transfer Documentation – enabling State Department staff to sustain changes.
  • Monthly Status Reports – tracking progress and outcomes.
  • Change Orders & Work Authorizations – per State Department requirements.
  • Formal Acceptance Reports – validating deliverables.
  • Problem Escalation Reports – structured resolution pathways.
  • Final Transition Report – summarizing adoption success and lessons learned.
