Business Solutions Analyst – PM BSA Resources (FITSM Project)

Position Overview:

The State Department seeks a Business Solutions Analyst to support the Firearms Information Technology Systems Modernization (FITSM) project. This role will bridge the gap between evolving firearms legislation and system requirements to ensure a compliant, sustainable modern solution.
The Business Solutions Analyst will partner with policy experts, legal teams, and technical staff to analyze proposed and chaptered legislation, regulations, and legal decisions, then trace impacts to business processes, rules, and system requirements. Acting as a strategic advisor on legislative integration, the consultant will develop tracking mechanisms for future changes, support RFP development (Bidders’ Library, SLAs, evaluation planning), and assist with PAL Stages 3 and 4 documentation, driving measurable outcomes in regulatory compliance and requirements traceability.

Key Responsibilities

1. Business & Requirements Analysis
  • Gather and document business requirements
  • Translate business needs into system requirements
  • Develop functional specifications and use cases
  • Maintain requirement traceability
4. RFP & Project Support
  • Assist in RFP development and documentation
  • Prepare bidders’ library and evaluation criteria
  • Support PAL documentation (Stages 3 & 4)
  • Collaborate with project and technical team
2. Legislative & Regulatory Analysis
  • Analyze legislative and regulatory changes
  • Identify system and process impacts
  • Ensure compliance with legal requirements
  • Track future legislative updates
3. Process Improvement & Documentation
  • Analyze current business processes
  • Recommend improvements and optimizations
  • Create process flows and documentation
  • Support system design improvements

Required Certifications & Experience

Preferred Education & Attributes

Certifications:
  • No mandatory certification specified (relevant certifications are a plus)
Core Experience:
  • 5+ years of analytical experience in IT projects
  • 3+ years in business systems analysis and design
  • 3+ years analyzing legislative or regulatory requirements
  • Experience preparing PAL documentation (Stages 3 & 4)
  • Experience translating business needs into system requirement
  • A Bachelor’s or Master’s degree in Information Technology, Business Administration, Business Analysis, or a related field is preferred to support both technical and business-focused responsibilities.
  • Educational background in data analysis, systems design, or process improvement methodologies is highly valuable.
  • Coursework or specialization in regulatory compliance, public policy, or legal studies is a strong advantage for roles involving legislative analysis.

  • End-to-end Process Flow Diagrams and Business Process Models
  • Requirement Traceability Matrix (RTM) linking requirements to solutions
  • Supporting documentation for PAL Stage 3 and Stage 4 submissions
  • RFP Support Documents, including:
  • Bidders’ Library Content
  • Evaluation Criteria Documentation
  • SLA and Requirements Definitions
  • Business Rule Documentation and system behavior specifications
  • Requirement Change Logs and Updates Tracker
