Senior Project Manager – PM BSA Resources (FITSM Project)

Position Overview:

Key Responsibilities

1. Project Planning & Execution
  • Lead full project lifecycle from initiation to closure
  • Develop detailed project plans, schedules, and milestones
  • Ensure alignment with business goals and regulatory requirements
  • Oversee project deliverables and timelines
4. Stakeholder & Team Management
  • Coordinate with stakeholders, executives, and technical teams
  • Lead meetings, workshops, and status discussions
  • Provide leadership and direction to project teams
  • Ensure effective communication across all levels
2. Governance & Compliance
  • Ensure adherence to PMBOK, CA-PMF, and PAL frameworks
  • Prepare and manage PAL Stage 4 documentation
  • Maintain project governance structure and reporting standards
  • Ensure compliance with government policies and procedures
3. Risk & Change Management
  • Identify and mitigate project risks and issues
  • Manage scope changes through formal change control processes
  • Maintain risk registers and issue logs
  • Ensure proactive problem resolution

Required Certifications & Experience

Preferred Education & Attributes

Certifications:
  • PMP (Project Management Professional) Certification – Mandatory
Core Experience:
  • 7+ years of project management experience
  • 4+ years working as a Senior Project Manager on large/complex IT projects
  • Experience managing large-scale IT projects valued at $10M+
  • Successfully delivered 3 or more PAL-approved projects
  • 5+ years of experience using Microsoft Project for complex scheduling
  • A Master’s degree in Information Technology, Business Administration (MBA), Project Management, or a related discipline is strongly preferred, as it demonstrates advanced knowledge in managing large-scale enterprise initiatives.
  • A Bachelor’s degree in a relevant field combined with significant professional experience in project management may also be considered.
  • Additional academic training or coursework in program management, organizational leadership, risk management, or IT governance is highly desirable.

Deliverables:

  • Comprehensive Project Management Plan (PMP) covering scope, schedule, cost, risk, and quality management
  • Detailed Master Project Schedule developed and maintained in Microsoft Project
  • Regular Weekly Status Reports with progress, risks, issues, and updates
  • Monthly Executive Reports summarizing project performance and milestones
  • Complete Risk Register and Issue Log with mitigation strategies
  • Full PAL Stage 4 Documentation Package, including:
  • Operational Readiness Assessment
  • Project Organization Chart
  • Implementation Plan
  • Governance Framework Documents
  • Change Management Records and scope adjustment documentation
  • Final Project Closure Report with outcomes and lessons learned
  • Structured Knowledge Transfer Documentation for DOJ teams
