Project Manager – PM BSA Resources (FITSM Project)

Position Overview:
The State Department seeks a Project Manager to support the Firearms Information Technology Systems Modernization (FITSM) project. This role will assist in the day-to-day execution of the transformation from 17 legacy firearms systems to a modern, integrated solution.
The Project Manager will partner with the Senior Project Manager and stakeholders to maintain project work plans, track risks and issues, facilitate communications, and produce regular status reports. Acting as a key operational resource, the consultant will help prepare PAL Stage 4 documentation, manage change control, and ensure smooth coordination across workstreams, driving consistency, accountability, and timely delivery of project milestones.
Key Responsibilities
1. Project Coordination & Scheduling

Develop and maintain project schedules using Microsoft Project

Track milestones, deadlines, and deliverables
-
Coordinate tasks across multiple teams
-
Ensure timely execution of project activities
4. Stakeholder Communication
-
Facilitate communication between teams and stakeholders

Schedule and manage meetings
-
Document meeting notes and action items
-
Ensure alignment on project goa
2. Monitoring & Reporting
-
Track project progress and performance
-
Prepare weekly and monthly status reports
-
Maintain documentation of project activities
-
Report issues and updates to leadership
3. Risk & Issue Management
-
Identify and document risks and issues
-
Assist in mitigation and resolution planning
-
Maintain risk and issue logs
-
Escalate critical concerns when needed
Required Certifications & Experience
Preferred Education & Attributes
Certifications:
-
PMP (Project Management Professional) Certification – Mandatory
Core Experience:
-
5+ years of project management experience
-
3+ years working on large or complex IT projects
-
Experience managing at least 1 PAL-approved project valued at $10M+
-
3+ years of experience using Microsoft Project
-
Experience supporting full project lifecycle delivery
-
A Bachelor’s degree in Information Technology, Business Administration, Management, or a related field is preferred to ensure a solid foundation in project coordination and execution.

A Master’s degree (MBA or equivalent) is considered an advantage, particularly for candidates handling complex or multi-team environments.

Academic exposure to project management principles, operations management, or information systems is beneficial.
